DESCRIPTION

The Claiborne County Emergency Operations Center (EOC) renovation transformed a once-abandoned facility into a modern, functional hub for emergency management in Claiborne County, Mississippi. Originally built in the 1980s alongside the Grand Gulf Nuclear Power Plant, the facility was abandoned in 2000 due to severe water infiltration problems that rendered the building unsuitable for use. With funding from a FEMA/MEMA grant, the county embarked on a comprehensive renovation to restore and upgrade the ±10,000 square-foot building, with a total construction cost of approximately $1,200,000.

The renovation involved a full demolition of all interior components, including the electrical and mechanical systems, as well as the removal of the exterior roofing systems and veneers. In place of the outdated infrastructure, the project introduced all-new interior partitions, finishes, and building systems, alongside a completely redesigned exterior veneer and new roofing systems to ensure durability and resilience against future weather challenges.

Beyond the technical improvements, the renovation also included minor site enhancements to improve accessibility and the overall exterior appearance, helping the facility better serve its function as a vital emergency operations center for the region. The upgrades ensure that the building meets modern standards for safety, energy efficiency, and long-term reliability

This project has been crucial in restoring a key community asset, enabling the Emergency Operations Center to better support Claiborne County in managing natural disasters, public safety initiatives, and emergency response efforts. The renovation has not only revitalized a historically important building but also reinforced the county’s commitment to preparedness and resilience in the face of potential crises.
